1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

4) 信誉要求：

1. Entrusted by Sinochem Energy High-Tech Co., LTD Sh（略）Branch (Tenderee), Sinochem Commerce Co., Ltd. (Te（略） Agent) invites sealed bids from eligible potential bidders in terms of following commodity and associated service in the manner of international compe（略） bidding.

*3. Qualification and Performance requirements to the bidders:

6) Performance requirements:

From January 1, 2018 to now (subject to the contract signing time, or the date of signing the order of the framework agreement if the performance provided is a framework agreement), the bidding product should have 3 application performance on SAR device.

Proof materials: the contract must provide a copy of the key pages and user evaluation materials, including but not limited to the contract cover, contract signature page, scope of supply, construction location, end-users, device type, size, etc., such as the contract can not reflect the corresponding information, then the contract must provide other supporting documents (not limited to the technical agreement, the design of the requisition documents, the user certificate, etc.).
